Foundation Uncovers 86 "Rape Cases" Involving Persons with Disabilities; Vows "Zero Compromise" on Justice

The Lilian Dibo Foundation , LDF having as main mission " Breaking the Shackles of Disabilities " , has sent a shockwaves through the humanitarian community after revealing that it has uncovered at least "86 cases of rape" perpetrated against Women and Girls with Disabilities ,WGD , within the South West Region of Cameroon.
The revelation was made by the Director of the Kumba based Foundation , Lilian Dibo Eyong, during an in-depth press conference that took place at the LDF Centre in Kumba Monday May 18, 2026 .
The event served as a platform to provide a situational report on the ongoing , Active Disability Alliance for Change ADAC Project, an initiative specifically designed to empower the public to report sexual violence against the vulnerable.
During her presentation,specifically under the theme "Stop Rape by Reporting " , through " influencing National institutions for legal reforms and holding local authorities accountable for the protection of Women and Girls with Disabilities" , the Director of the LDF , provided a harrowing breakdown of the discoveries made by field volunteers. Central to the briefing was the recent high-profile case in Limbe involving a 14-year-old teenager with a mental disability, which has become a rallying point for the Foundation’s current advocacy.
The press conference featured a robust question-and-answer session that deepened the discourse on the legal and social barriers facing victims. Lilian Dibo Eyong was categorical in her stance, asserting that rape is a non-negotiable felony under the Cameroon Penal Code. She condemned the " culture of negotiation" where families of perpetrators attempt to offer financial compensation to silence victims.
"Rape is a crime against the state and the dignity of the human person" Lilian Dibo stated. " and that * It cannot be compromised for money, traditional settlements, or any form of out-of-court arrangement for Justice must take its full course." she emphasized
A significant outcome of the briefing was the announcement of a new, strategic partnership between the Lilian Dibo Foundation and the media. Recognising the power of the press in shaping public opinion, LDF committed to working closely with journalists to "break the silence" surrounding disability-based sexual violence.
By providing the media with factual data and access to survivors’ stories while maintaining confidentiality, the Foundation aims to ensure that cases of abuse are brought into the light of public scrutiny and judicial action.
The ADAC Project continues its implementation across the South West Region, with volunteers remaining on the ground to gather data and sensitise communities on the imperative of protecting women and girls with special needs.
