Councilors of Kumba City Council have through a standing ovation, congratulated the City Mayor for his outstanding achievements in making Kumba great again through his development strides. This motion of support and congratulations accorded to City Mayor – Ntemoyok Mewanu Gregory was endorsed during the examination of the 2025 administrative, management, and stores account which was unanimously approved and adopted by the Councilors.
The session took place at the auditorium of the Kumba City Council on Tuesday, March 31, 2026, chaired by the City Mayor, under the watchful eyes of the Senior Divisional Officer, SDO of Meme, Ntou’ou Ndong Chamberlin in his capacity as the Council Supervisory authority.
Addressing his peers of local development, the Kumba City Mayor hailed the councilors for their open minded collaboration over the years that has been instrumental in their efforts to enhance the welfare of Kumba denizens and to foster sustainable growth in the city.
The accounts
The City Mayor remarked that the budget of the 2025 financial year was drawn to balance in revenue and expenditure at FCFA 7.495.000.000. Of this amount, FCFA 2.223.700.817 was collected while FCFA 1.879.628.044 was spent with an excess of revenue over expenditure of FCFA 344.073.773. The City Mayor disclosed that the revenue whose amount stands at FCFA 2.223.700.817 for an estimated budget of FCFA 7.495.000.000, shows a realisation rate of 29.67% while recurrent revenue recovered is FCFA 1.308.087.830, thus a realisation rate of 36.62%. The investment revenue, the City Mayor disclosed, was realised to the tune of FCFA 915.612.987, thus a realisation rate of 23.34% while expenditure executed stood at FCFA 1.879.628.044, representing a realisation rate of 25.07%. Recurrent expenditure stood at FCFA 886.081.029 with a realisation rate of 38.51% and investment executive was FCFA 993.547.015 with a realisation rate of 19.13%.
The City Mayor disclosed that since assuming responsibility for the management of the Council, there has been remarkable progress in the rate of realisation, from FCFA 923.068.385 in 2020 to FCFA 2.223.700.817 in 2025.
Achievements
The City Mayor remarked that the Council scored high points in terms of achievements within the financial year under examination. The maintenance of roads, collection of household waste, maintenance of water and electricity networks, the payment of staff salaries, contribution to CNPS, the construction of the administrative building, construction of commercial buildings, road infrastructure, advancement towards the completion of ongoing projects such as the construction of the ultra modern Council Chambers and the Mambanda motor park, remain top priorities of the Council.
The Mayor announced that they will in the days ahead, acquire an additional generator for the Council, embark on the construction of a bridge at Obama quarter, development of fruit stalls adjacent the Kumba main market, construction of a low cost housing, rehabilitation of selected earth roads and key axis including Treasurer Street, Lumumba street and the road leading to CCAS Kumba.
The City Mayor however frowned at the growing practice among some street vendors who have turned ornamental trees into informal display points by hanging clothing items for commercial exhibition, how some bar operators have resorted to concreting areas around trees in order to install tables and chairs for their customers, thereby encroaching upon green spaces. In order to put order into this practice that enhances environmental unfriendliness and hinders the natural growth and development of the trees which are essential to the ecosystem, the Mayor hinted that as part of the council strategy to combat climate change, individuals who encourage urban disorder shall be subjected to fines ranging from FCFA 100.000 to FCFA 500.000
While hailing the efforts of the Kumba City Mayor in making Kumba an Eldorado, Meme SDO, Ntou’ou Ndong Chamberlin reminded the City Mayor of the need to create an Advancement Board for the Council, wherein the council can easily deliberate the advancement of workers. The SDO expressed worries over the poor execution of some projects executed by the Council and reminded the Mayor to warn the contractors executing such contracts to sit up. He further drew the attention of the City Mayor to the delay of the execution of the construction of the Mambanda Motor Park which has been a sing song of the City Council in several sessions, handing to the City Mayor a time frame within which the construction of the Mambanda Motor Park and the ultra Modern Council Chambers should be completed.
