-Project realised by CSPH

The population of the 32 villages of Minta Sub Division of the Nanga Eboko Division in the Centre region, has expressed gratitude to the presidential couple, Paul and Chantal Biya, for the henceforth availability of petroleum products in their locality at the homologated prices like in other parts of the country. The Minta pilot petrol station constructed by the Hydrocarbons Prices Stabilization Fund, HPSF better known by its French acronym, CSPH, was officially inaugurated last September 24, 2025 by the Chairman of the Board of Directors of CSPH, Minister Luc Magloire Mbarga Atangana of Trade, in the presence of the General Manager of HPSF, Okie Johnson Ndoh, Deputy GM, Mrs Obam nee Oli Valérie, Governor of the Centre region, Naseri Paul Bea, Senior Vice President of the National Assembly, Hon Hilarion Etong etc.
The ceremony started with an interreligious service offered by men of God followed by traditional rites in which Minister Luc Magloire Mbarga Atangana and Okie Johnson Ndoh were named citizens of honour of Minta.
The Trade Minister rejoiced that, “this precious gift from Head of State, H.E Paul Biya and wife, Mrs Chantal Biya stands as a significant source of pride for this locality and undoubtedly enhance the well-being of the local and neighbouring populations.”
He said, “A modern and reference pilot petrol station you have here at your service”, the Minister declared and wished goodbye to speculated prices of gas at FCFA 8500 and the other petroleum products because Minta will henceforth be practicing the same regulated prices.’’
Gov’t authorities at the event
The trade boss concluded by urging the population to renew confidence in the President of the Republic, Paul Biya next October 12, 2025.
In a chat with journalists, he said “President Biya develops territories equally, you won’t find a marketer who will spontaneously set up in Minta or in a remote locality as long as he assumes that the financial profitability of his investment is not assured. This is how the President of the Republic designs the policy, the balanced and equitable development between the different territories. So, where the private investor cannot come and settle, the State supplies.”
He explained that ‘‘before the inauguration of the pilot petrol station, kerosene was sold here at FCFA 800 against a homologated price of FCFA 380. Henceforth, households will pay just FCFA 380 and reserve FCFA 420 in their pockets for each litre.’’
After dedicating his newly attributed title to his entire staff, the General Manager of HPSF, Okie Johnson Ndoh said, “we construct pilot petrol stations which are filling stations to bring petroleum products closer to consumers and whose management is entrusted to a marketer. The pilot petrol stations ensure the availability of petroleum products in remote areas where conventional marketers have no interest.”
The CSPH boss indicated that “as part of its mission, the Hydrocarbons Prices Stabilization Fund has set up a programme to build pilot petrol stations in underserved areas. Access to petroleum products for populations located in these areas, whose economic potential is of little interest to petroleum companies is therefore the main objective of this programme of social nature.”
Okie said, “The President of the Republic, Paul Biya does not forget any region in Cameroon in offering petroleum products to the population”.
He expressed gratitude to the presidential couple, Paul and Chantal Biya for the constant solicitude.
The particularity of the Minta site is that it is very wide to accommodate a touristic centre to be constructed in the days ahead.
Okie Johnson said, “the actions of the Head of State are guided by social justice. Rural areas where it’s hostile, it’s not profitable for investors, the population suffers. They don’t have the produce and they have high prices to pay for. Social justice permits the Head of State in his policies to make sure that petroleum products are steadily available at a reasonable price wherever you are in your country.’’
Built on a surface area of 3,229m2, works started following the award of contract No4/CSPH/CIPM of December 31, 2021 for the construction of this facility to F. Enterprises SARL, a company with proven expertise in the field. The project was executed under the Project Ownership of the General Manager of HPSF, Okie Johnson Ndoh and under the Project Management of KAROCH SARL.
CSPH DG said the Minta pilot petrol station has been entrusted to a marketer, Blessing Petroleum Company whose dynamism in the downstream petroleum sector is well established, as evidence by the efficient operation of this station.
Minta is the 19th pilot petrol station to be constructed after Mora in the Far North, Lolodorf and Ambam and Meyomessala in the South region, Ntui, Ombessa, Akono, Ngoumou, Mfou, Esse in the Centre region, Yabassi and Omeng in the Littoral region, Tombel and Nguti in the South West region, Gari-Gombo and Nguelemendouka in the East region and Banyo in Adamawa region.
